He's holding a bird, so I'm pretty sure that's supposed to be Saint Francis of Assisi.
When you visit as many residential landscapes as I do, he's one you get to know pretty darn quick. He's everywhere. I feel like he basically follows me, him and all his animals. That's how you recognize him, by the way -- whether it's a statue or yard art or a fountain, they always like to cover him in animals.
Sometimes he'll just have a bird or two, like in the photo above, but other times, they'll surround him with a small zoo's worth of woodland creatures. Hey Buddy, get an ark already! Am I right?!
